根据指控，Publicon Sport所出具的价值40690239兹罗提的发票并未反映实际业务交易。尽管如此，波兰足协仍在增值税申报中利用这些不符合规定的发票进行抵扣，导致国家增值税收入遭受损失。此举涉嫌违反《税务刑法典》第56条第1款所规定的税务欺诈条款，责任人可能面临包括巨额罚款、监禁，或两者并施的严厉惩罚。

据报案文件显示，Publicon Sport的领导层被明确指认，然而，检察机关透露，目前尚未明确界定哪些个体需承担刑事责任，调查仍在努力区分波兰足球协会及该公司内部相关人员应承担的责任。

Since August 2022, Publicon Sport has been collaborating with the Polish Football Association, specializing in the procurement of sponsors for the governing body. The venture, under the leadership of businessman Radoslaw Tadajewski, has inked an intermediary agreement with the association in February 2023. This contract stipulates a monthly fixed payment of 150,000 Polish zlotys to the company, along with a commission of 13% on sponsorship funds and 25% on licensing revenues, ensuring a guaranteed annual income exceeding 4.4 million Polish zlotys.

然而，Maspex、Fakro以及波兰啤酒公司等多家足球协会赞助商均明确指出，Publicon Sport并未在合作过程中履行中介职责。不仅如此，一项于2022年5月签署的、与合作启动日期不符的InPost赞助协议，也被计入了佣金提成之列。

Since December 2025, the prosecutorial authorities have been accumulating at least 19 complaints pertaining to this partnership. In August 2026, the Warsaw Okręgowa Prokuratura Rejonowa (local prosecutor's office) initiated an investigation into allegations of misconduct that led to a financial loss of at least 4 million Polish zloty for the football association. On October 14th, the Central Anti-Corruption Bureau of Poland (CBA) conducted a surprise raid on the headquarters of the Polish Football Association, seizing documents related to the collaboration and mobile phones of the association's management. Subsequently, the case was handed over to the anti-corruption task force in Szczecin. Presently, the trail of tax fraud has been integrated into the same investigation, with a single investigative thread now encompassing both wasteful expenditure and tax offenses.
